While we champion used boxes, we recognize that certain applications require brand-new packaging. Food-grade packaging, pharmaceutical shipments, retail presentation boxes, and export requirements often mandate new, uncontaminated corrugated.

While we always encourage reuse first, there are legitimate situations where new corrugated packaging is the only option. Here are the most common scenarios and why new boxes are necessary in each case.
The U.S. Food and Drug Administration requires that packaging for direct food contact be manufactured from virgin or certified recycled materials under controlled conditions. Used boxes cannot guarantee the absence of prior contamination from chemicals, biologics, or allergens. If your product touches the inner surface of the box (fresh produce, baked goods, bulk ingredients), a new box is legally required. We stock FDA-compliant corrugated made with food-safe adhesives and inks.
Pharmaceutical regulations (FDA 21 CFR and USP standards) mandate clean-room-grade or virgin packaging for drugs and medical devices. Used boxes may harbor particulates, microbial contamination, or residual chemicals that could compromise product safety. Our new pharmaceutical-grade boxes meet Class 100,000 cleanroom compatibility standards.
Many countries require that imported goods arrive in new or ISPM-15-compliant packaging to prevent pest and disease transmission. The EU, Australia, China, and Japan enforce particularly strict rules. Our new export-grade boxes come with the required certification stamps and documentation. Used boxes may be rejected at customs, causing costly delays and reshipping fees.
When the box IS the brand experience — luxury goods, premium subscription services, high-end e-commerce — the packaging surface must be pristine. New kraft or white corrugated provides the ideal printing surface for full-color branding, product photography, and marketing messaging. Used boxes, even Grade A, may have subtle imperfections that undermine a premium unboxing experience.
UN-rated packaging for hazardous materials must be new, tested, and certified to specific performance standards (UN 4G for corrugated). DOT and IATA regulations prohibit the use of previously used packaging for dangerous goods including chemicals, batteries, and flammable materials. We source UN-certified new corrugated boxes in all required configurations.
Some manufacturers and insurers require that products be shipped in new packaging as a condition of warranty coverage or cargo insurance. If your product warranty specifies "original manufacturer packaging" or your insurance policy requires "new, unused packaging materials," used boxes may void your coverage. Always check your terms before choosing used.

Portland Boxes sources new corrugated exclusively from mills that meet our sustainability criteria. We partner with manufacturers who hold FSC (Forest Stewardship Council) and SFI (Sustainable Forestry Initiative) certifications, ensuring that the virgin fiber in our new boxes comes from responsibly managed forests where harvested trees are replanted at a rate that exceeds removal.
Our primary mill partners are located in the Pacific Northwest — Oregon and Washington — which minimizes transportation emissions and supports the regional forest products economy. These mills use closed-loop water treatment systems that recycle over 90% of process water, and they generate much of their energy from biomass (wood waste from the milling process itself).
We prioritize mills that incorporate the highest possible percentage of post-consumer recycled content into their corrugated board. Our standard new boxes contain 30-50% recycled fiber content, delivering the strength of new board while still diverting recycled material from landfills. For applications that require 100% virgin fiber (food-contact, pharmaceuticals), we source from mills with the cleanest production processes and most transparent supply chains.
